Enhanced Use Lease (EUL)

Through the Army’s Enhanced Use Lease Program (EUL), the Arsenal Partnership will act as the master developer, coordinating marketing, real estate, development, financing, community relations and public information activities with the Army Corps of Engineers and the Watervliet Arsenal.

Realization of the EUL Development Plan will:

  • Establish hundreds of new, permanent jobs in the high-tech economy.
  • Invest millions in new and existing buildings and infrastructure at the Watervliet Arsenal.
  • Create economic benefits for the City of Watervliet and the Town of Colonie.
  • Construct new steam and electric facilities that will lower costs and provide more efficient utilities to the military and commercial tenants.
  • Introduce “green” technologies and clean energy solutions.

Tony GaetanoMr. Gaetano is the Manager of the Arsenal EUL, LLC.  Prior to his appointment he was president of the Partnership since its creation in 1999.  His government/political experience includes thirteen years as a senior economic development official in the administration of Governor Mario Cuomo; five years in senior management at the NYS Consumer Protection Board under Gov. Hugh Carey; Executive Assistant to Lee Alexander, Mayor of Syracuse; Assistant to the Mayor of Utica; and Buffalo City Coordinator for Robert Kennedy’s presidential campaign. He started his professional life as a reporter in Utica, and an editor at the Buffalo Evening News.
